Generally, if you have an existing OEM application that is deployed using SQLA version 9.0.2, you can purchase additional licenses for v12/16, and then apply them to the version 9.0.2 software used with your application, subject to a couple of restrictions (you cannot deploy the Data Direct drivers for example). |

I don't think you can, not without a phone call and maybe not even then.
Is there a reason you are not using SQL Anywhere 16?
The app is from third part, is big and the developer is not want upgrade it for many reasons.
