I don't think you can, not without a phone call and maybe not even then.

Is there a reason you are not using SQL Anywhere 16?

The app is from third part, is big and the developer is not want upgrade it for many reasons.

Generally, if you have an existing OEM application that is deployed using SQLA version 9.0.2, you can purchase additional licenses for v12/16, and then apply them to the version 9.0.2 software used with your application, subject to a couple of restrictions (you cannot deploy the Data Direct drivers for example).
