EBF 3942 is not being detected

Tested under Windows X86 - running 12.0.1.3851

Check for Updates didn't catch the EBF #3942 released on 08/15/13.

Tests from a Windows 7(32 and 64-bit) running EBF 3873 also show "There are no updates to SQL Anywhere Server 12.0.1.3873" and Client as well.
