We bought a software while back and initially it came with Sybase. According to that software vendor, we now have to pay them additional $200 per workstation (x16) license to upgrade Sysbase v12 to v17 in addition to their software upgrade.

Sales man didn't know exactly how this works, but am i correct to assume that the actual Sybase upgrade is for the server with client license, and the client app is free to download?

The SQL Anywhere server and client are included in the standard SQL Anywhere install and accessible with the appropriate license (registration) key. It is possible that the vendor is providing a custom install and/or is an OEM that includes a subset of the SQL Anywhere software. I would suggest that the vendor needs to address this topic if they are handling the acquisition of the licensing for the upgrade.
