Short question:

Can I without any sort op DBupgrade or DBunload, move a DB-file created on a Windows server 2003 x32 to a Windows server 2008 R2 on which I am using the x64 DB-server?

Yes. SA databases are platform-independent, so OS type/version/bitness are irrelevant.
