I have a file with a .db extension which is a Sql Anywhere version 16 database. However, I don't have the password of the dba user. Is there any way to reset or recover the password in order to access the .db file?

See this older FAQ and this one. For obvious reasons, one cannot simply reset a DBA password. You may need to contact SAP support.
No doubt you've tried but just in case, (simplest solutions are often overlooked). You have tried: User: dba Password: sql
