I have a customer upgrading from version sa 11 to sa 17. They got two license keys one for 16 the other for 9. Currently they are running 23 databases most of them with only one user. running dblic on the dbsrv17 says there are 16 nodes so does that mean seats or databases?

The output of

Licensed nodes: 16

means you are using a perseat license, and the docs tell that a "perseat license restricts the number of client connections to the database server."

AFAIK, the term "to the database server" instead of "to the database" means that the type of license is based on the number of different machines connecting to the database server, independent of the number of databases running on that database server.

I.e. if one user connects to 10 databases running on your database server, IMHO you would need exaclty one user license and one server license for that.

As usually, you should clarify that with your sales rep.
