In SQL Anywhere 11 one was able to view a list of all Tables under Users & Groups for a specific user, even the tables that didnt have any granted permission on them. It seems in Anywhere 12 that the list of permissions omits those that don't currently have grants on them. Is there an option to list all tables in this list?

No. As of version 12.0.1 the permissions editors only show objects for which the selected user has explicit permissions. This was a request from a few customers.
