I really appreciate your effort to refresh the FAQ. I think it's helpfull and will be a great guidance to first time users of this site. And I found answers to question I didn't know I had. Kudos to you!

There's one question though I wasn't able to dig up an answer to: while nearly totally HTML ignorant I'd still like to know, if (or which) HTML tags may be used to format questions, answers and even comment.

Thanks for the kind words... I'll be adding some more including some HTML pointers, probably (I hope) links to StackExchange docs on the subject. I have discovered (the very hard way) that the StackExchange software tries to parse your HTML, and sometimes [cough] messes it up. The FAQ itself has been "published" to the website at least a hundred times as I fumble past StackExchange quirks. HTML is fun, especially if you stick to the basics, so you'll enjoy it ( assuming you stick do to the basics :)
