To get a local copy of the HTML Help, you can find the links at:

Note: All the links are http only. Your browser might give you an error when trying to download, so copy the link and change http to https.

Note2: These appear to be for 17.0, and not the latest (17.0 SP1). To get the latest, you'll need to download them (PDF Only) from https://help.sap.com/docs/SAP_SQL_Anywhere
