Yes. There is a technote here that describes how to do this for a Microsoft cluster, and this can be adapted for other cluster environments.

The docs were updated in more recent versions to contain information on how to use SA in a cluster environment. E.g. for 11.0.0 see http://dcx.sybase.com/1100en/dbadmin_en11/da-highavailability-s-3835111.html
