Hi Breck - we continue to support the in-market SQL Anywhere, on-demand product (SAODE) and fixing issues through the delivery of SPs/PLs. SQLA/SAODE customers can work with their reps if they require SAODE licenses. If anyone runs into issues with this, let me know and I can try to help navigate through the process.
Best regards, Mike

Is SAP actively seeking new SAODE customers?

I would be curious to know this too. We've been looking into cloud options and wanted to use the On Demand edition within our product.

According to that comment by AIK here, the answer to Breck's second question (see the comment) seems "No".
