They don't appear to be in the *.db file, nor do they seem to be in C:\Users\Public\Documents\SQL Central 17\.scRepository1704_64

User-created folders are stored in the user-preferences file for SQL Central.

On a 64-bit Windows machine, the preferences file is in

%APPDATA%\SAP\SQL Central 17\.scUserPreferences17_64

You know, where Codd's Rule 4 says it should be.
