Is the V17 Compare Plans feature supposed to work on V16 plans?

The wonderful ( dare I say "cool"? :) new V17 dbisql Compare Plans feature does an almost perfect job of comparing two *.saplan files created by SQL Anywhere 16, but a text comparison of the files indicates that at least one item is missed:

The Advanced Details tab of the top-most SELECT node contains the following message in one *.saplan file but not the other, and Compare Plan does not show the difference.

(Some materialized views may have been ignored: the query uses an updatable cursor)
