You can download the latest EBF's for Sybase products through the SAP portal:

I don't know if this is relevant to your situation, but I emailed SAP about EBFs for the free Developer Edition and got the following reply:
"Developer Edition it is a free edition, so you are not able to dwonload ebf for that version, please let me know if you have a customer number in case you need to get Support."
AFAIK, the plan is to update the free Developer Edition download now and then to adapt it to a newer build. I don't know whether this has already been done (and how you would know that without trying a new download and look at its version information).
Thanks for the answers - I'm not using a free edition, I paid over 6K for a multi-cpu edition. Trying to even find a place to purchase a support agreement is a nightmare. So my next question is - how does one go about getting set up so you can download EBFs and how much does it cost? This shouldn't be this hard but I guess this is what we should expect now.
