What is that proverbial "Watcom Rule"?

That has been discussed as part of this question I'm having trouble connecting to a SQL Anywhere server. How can I fix this? - but I'm sure it deserves its own question.

Wise users like Breck tend to relate to a "Watcom Rule": "Watcom Does Things The Way They Should Be Done."

Why is this cited here, and what does it mean?
