AFAIK, Sybase Central (or formerly SQL Central?) was released with v6, so 5.5 had no such tool. However, as Reimer has stated, any version of SQL Anywhere 6-9 should fit.

Before working with Sybase Central on a database, you need a compatible (personal or server) engine to open that database. Starting with SA10 the database needs to rebuild in the new format before you can open it (which is only possible if the database doesn't need recovery).

So you should be ok with ASA9 and Sybase Central 4.3 to access the DB.
