Use the correct ODBC driver for Oracle, which is not (ever?) the one delivered with Oracle...

Oracle in XE - 10.02.00.01 - Oracle Corporation - SQORA32.DLL - 09/02/2006

...but is the one that ships with SQL Anywhere...

iAnwhere Solutions 12 - Oracle - 12.00.00.2589 - iAnywhere Solutions, Inc.
- DBORAODBC12.DLL - 14/10/2010
